Job Description:
- As a direct report to the Chief, Strategy and Program Development, this position will help enable two distinct efforts: 1. Assist in capturing SSDP Senior Leadership's strategic vision and translating it into specific guidance for the Division Chiefs to develop the annual SSDP Work Plan and 2. Assist in providing DoD and AF planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support, within fiscal constraints, for major space mission and operational plans.
- This position will aid other division members to accomplish required tasks in both areas.
Required Education and Experience:
- Bachelors and 10+ yrs experience or Masters and 8+ yrs exp.
- 10+ years experience with AF space capabilities.
- 5+ years experience with POM development and the PPBE process.
Required Clearances:
- Must be able to obtain a TS/SCI and higher clearances, as required.
Required Skills:
- Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position.
- If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug testing.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent may be required to work overtime on an unscheduled or emergency basis.
- Experience with eight of the fifteen following areas: Space Situational Awareness; Command and Control; Defensive Space Control; Offensive Space Control; Space Intelligence, Surveillance & Reconnaissance; MILSATCOM; Missile Warning; Space Position, Navigation & Timing (PNT); Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Integration; Cyber Warfare.
- Proven ability to independently execute and accomplish tasks across a Headquarters staff.
- Ability to develop and present to SSDP leadership decision quality briefings and papers.
- Ability to interface with senior government leadership.
- Demonstrate problem solving/critical thinking in complex and dynamic organizational environments.
- Be an active participant in a team environment, able to work collaboratively as well as independently.
- Ability to work in a dynamic environment with a diverse group of individuals focused on the accomplishment of common objectives.
- Knowledge of Program Management concepts and experience implementing them in real-world situations(within a Space Program Office or MAJCOM highly desired).
- Knowledge of how to work in a classified and compartmented working environment is required.
- Must be proficient in Security processes/procedures (e.g. document marking/handling, generating and transmitting classified visit requests).
Desired Skills:
- Must have knowledge of HQ AFSPC (mandatory) and NRO (highly desired) organizations and operating processes.
- Experience with working in special access program and special access required environments (highly desired).
- Understanding how the cyber elements of the Space mission affect investigations into defeat of adversary or support Blue forces (highly desired).
- Current understanding and working knowledge of National Security Space Systems / architectures and Service Space systems / architectures (highly desired).
- Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans (highly desired).
- Develops budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers (highly desired).
- Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them (highly desired).
